Oracle Tuxedo, Version 11.1.1.2.0, 64-bit, Patch Level 059

Customer is seeing below error after booting Tuxedo

WSNAT_CAT:1055: ERROR: Connection to unassigned WSH rejected

How can this error be prevented?
