Symptoms

Intermitent error is observed:

 

This is observed very rarely (1 every ~ 60 000 messages).
Resubitting the message succeeds with no error.

The error indicates that this is a Java Cryptography issue,
the "Algorithmid" is called with an incorrect "parameters = OCTET STRING"
