Not able to view 11G Webgate Agent after upgrading to 11.1.2.0: ADFC-10001: Cannot instantiate class (Doc ID 1499586.1)

Symptoms

After upgrading from 11.1.1.5, you cannot view the migrated 11g webgate agent. You see following pop-up error

 

AdminServer diagnostic log show following exception:
