OPSS - Unable To Start Weblogic Server After SSO Enabled (Doc ID 1499895.1)

Symptoms

When attempting to Start Weblogic Server (WLS), the following error occurs:

weblogic.security.SecurityInitializationException: The loading of OPSS java security policy provider failed due to exception, see the exception stack trace or the server log file for root cause. If still see no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information. Error message: JPS-00031: Cannot load the required class oracle.security.wls.oam.providers.sso.OSSOServiceProviderImpl. Reason java.lang.ClassNotFoundException: oracle.security.wls.oam.providers.sso.OSSOServiceProviderImpl.

Changes

Oracle SSO Security Provider was se in EM, as follow

Weblogic Domain -> mydomain_domain->(right click) Security -> Security Provider Configuration-> configure SSO we selected Oracle SSO from the dropdown.
