Creating Domain on Windows 64-Bit Hangs and Stops after Loading DLL StartUtil64.dll (Doc ID 1500378.1)

Symptoms

When Installing  and Configuring Oracle Forms and Reports 11.1.2 on Windows 64 bit, the Configure Domain hangs and stops after "Loading DLL ... StartUtil64.dll".

 In the install<timestamp>.out file, it shows:

 

which is indicating that there is an incompatibility between the 32-bit dll and the AMD 64-bit platform.
