Action On Search Result Item Fails With Session Expired For EBS MA Zoom To WCC

When performing a Managed Attachments (MA) search of WebCenter Content server (WCC/UCM) items that are not yet attached to an E-Business Suite (EBS) entity, selecting any of the resulting content item's core WCC Content Actions fails with the below error:
User 'sysadmin' does not have sufficient access privileges to perform this operation.
Access privileges may have expired, requiring the user to re-select Managed
Attachments from the Oracle E-Business Suite Zoom Menu.
