'Failed to record metadata' Reported by EDQP (OPDQ - Legacy Silver Creek) Causing Slow DataLens and DSA Check-Ins

Symptoms
In the EDQP log (dataserver.log on the EDQP server) the following error appears:
ERROR 22 Oct 2012 18:21:03 [] - Failed to record metadata after successful deployment of Data Lens 'xxxxx' to Development
org.apache.derby.client.am.BatchUpdateException: Non-atomic batch failure. The batch was submitted, but at least one exception occurred on an individual member of the batch. Use getNextException() to retrieve the exceptions for specific batched elements.
