Unable to create _Ratings table when upgrading to 11gR1 (Doc ID 1501498.1)

Symptoms

When upgrading from 7.6.2 to 11gR1, some tables postfixed with _Ratings cannot be created as the table name exceeds the limit 30 characters for some asset types with names over than 22 characters.
