'Immediate HL Ack Message was not sent' Error Using Transient Connection for Trading Partner Channel

When B2B attempts to send an immediate ACK_A31 in response to an ADT_A31 document received from a trading partner, the following error occurs sporadically.
The issue can be reproduced at will with the following steps:
1. Two or more of your trading partners send you at least 1500 HL7 messages each.
2. Your B2B Server responds with acknowledgments over channels configured for transient connections.
3. Error occurs.
