Webcenter Portal: Link To New - Notes Permissions Issue (Doc ID 1503605.1)

Symptoms

When using the "Link to New" Functionality in WebCenter Portal: Spaces, there is the option for adding "Notes", although all Space Roles do not have NOTES permissions enabled.
When clicking Link to New Notes you see a dialog window for adding a Note, but all fields are disabled (greyed out).

The expected behavior would be, to not show the "Notes" option inside the "Link to New" menu in the first place if the user has no permissions on Notes.

Steps to Reproduce
===================
1. Create a Space
2. Check the permissions for the Moderator Role (Make sure there are NO NOTES permissions enabled)
3. Create a new event in the Calendar
4. Edit the event and click on links
5. Choose "Link to New"- Option and then "Notes"

Notice that a dialog window for adding a Note pops up, but all fields are disabled (greyed out).
