Symptoms
During installation of Oracle Fusion Middleware (10.1.2.x, 10.1.3.x, 11.1.x, 11.2.x) a failure is seen relating to OPMN startup with the following error message:
"XML parser init: error 54"
For example. in Oracle Fusion Middleware 11.1.2.0.0 Forms and Reports installation the following error is seen on configuration.
