Unable To Access Managed Attachments From EBS OAF Page

Information in this document applies to any platform.
When in an EBS OAF Page clicking the Managed Attachment button does not bring up the Managed Attachment page.
The following error message is in the Webcenter Content Imaging Managed Server diagnostic log:
<Oct 23, 2012 9:14:07 AM CDT> <Error> <oracle.imaging.axf> <BEA-000000> <UCM unable to process the request - User 'weblogic' does not have sufficient privileges.
The TCM-9102 or TCM-91022 error may also be displayed.
