'Unauthorized Access' Message When Trying to Login with Admin User on Workspace Internal or HTTP-404/HTTP-503 When Trying to Login via APEX_ADMIN URL (Doc ID 1504899.1)

Symptoms

When trying to logon with the Admin User on Workspace Internal on the APEX login page, you get the following message:

Contact your application administrator.
Unauthorized access

OR

When trying to navigate to the apex_admin URL you will get the following error:
HTTP-404 Not Found (Internet Explorer)

OR

When trying to navigate to the apex_admin URL you will get the following error:
HTTP-503 Service Unavailable
