WSM-PM Application Cannot Be Deployed (Doc ID 1505159.1)

Symptoms

The wsm-pm application cannot be deployed to WebCenter 11g.  When the attempt is made to deploy the application, the error below is displayed:

weblogic.management.DeploymentException: The application wsm-pm contains a SubDeploymentMBean with a name wsm-pmserver.jar however there is no module in the application with that URI or context-root.
