Problem Creating Anchor Link Asset In FCKEditor When There Are Extra Parameters (Doc ID 1505333.1)

Symptoms

The FCKEditor Link Anchor functionality adds the anchor before the Extra Parameters in the generated embedded url. This is wrong. The anchor should be appended to the end of the url.  For example:

http://localhost:8080/cs/ContentServer?c=Content_C&childpagename=FirstSiteII/FSIILayout&pagename=FSIIWrapper&cid=1124813172330#testanchor&fp:testvar=testvalue
