Goal

We have a workflow that goes from "Editing" state to "Ready for Approval" state. We've selected "All assignees must vote" for the "Ready for Approval" state, but the workflow goes from "Editing" to "Ready for Approval" when just one assignee finishes his work.

How do we make it so that all assignees must vote?
