WebGate 10g Configuration Fails: Installer Exits Abruptly After Entering WebGate ID

Installation of Oracle Access Manager (OAM) WebGate 10.1.4 is failing.
Every time the WebGate installer is run, after submitting a value for "WebGate ID" the installer exits abruptly without any error message.
