Why does the Page Views count not add up in Overview and Countries report? (Doc ID 1506816.1)

Symptoms

The Overview report gives a number for total Page Views per month.
The Countries report gives a number for Page Views per country per month, and the percentage of Page Views per country.

When using the total number of Page Views in a month to calculate the number of Page Views for a country based on its given percentage, the Page Views count doesn't match the number in the Countries report.
