Wrong PL/SQL Mapping Code Generated After Appling OWB 11.2.0.3 Patch 14611423 on LINUX 64Bit (Doc ID 1506846.1)

Symptoms

Wrong PL/SQL code is generated when compiling mapping with OMBPlus.sh/GUI in a Linux 64bit installation after applying port specific <Patch 14611423> on LINUX 64Bit. 
The same compilation works fine and produces the correct code when it is issued using the same tools in a Windows 32/64bit environment or Linux 32bit installation. The mapping contains some lookup operators and compiling PL/SQL code we obtain a simple JOIN instead of a right outer join; also, the generated PL/SQL code is syntactically wrong.
