WCS Silent Install Fails With "Could not connect to Web Server or Application Server." (Doc ID 1507679.1)

Symptoms

Silent installation of an upgrade or secondary cluster member, fails with the following error:

[2012-10-07 19:19:13.271][CS.INSTALL][ERROR] ActionHandlerExecuteCommand: ExecuteCommand failed for _http://customer.com:8080/cs/Install?COMMANDNAME=SETJSPROOT&USERNAME=ContentServer&PASSWORD=Variables.CSInstallAccountPassword&
:: ERROR = Could not connect to Web Server or Application Server.
The response received = ^M

[2012-10-07 19:19:13.273][CS.INSTALL][ERROR] Worker.run.
Install failed.
Please check log file.
