Symptoms
As stated in the Siebel System Requirements and Supported Platforms Guide, a 32-bit Oracle HTTP Server 11g 32-bit needs to be used with Siebel 8.1.1.6 or Siebel 8.2.2 and above.

This document will outline the steps required to install Oracle HTTP Server 11g (32-bit) on Oracle Linux 6 (64-bit) and RedHat Linux 6 (64-bit) for use with Siebel 8.1.1.6 or Siebel 8.2.2 and above.
