QSPACE can not be opened after small extent added (Doc ID 1508455.1)

Symptoms

When using /Q and after "qaddext QSPACE 1" command, QSPACE can not be opened.

 If additional extent size which is specifed with qaddext command is less than 4, 0 page extent is created and the QSPACE will corrupted and never open it.
