When Adding a Query Folder, You See This Error: "The View <undefined> Does Not Exist"

Symptoms
After installing the October 2012 OPatch for WCC 11.1.1.6, a popup error is displayed when you navigate into FrameworkFolders and select Add -> New Query Folder. The error states:
Clicking OK on the error allows the Query Folder to be created.
If you revert to a previous OPatch, the error goes away. This was tested in Firefox, IE, and Chrome. The error appears in all of
these browsers. There is no error logged in server output or the Content Server log file.
