All WebCenter Users Are Mailed With Mail Members If No Users Are Members (Doc ID 1508831.1)

All WebCenter users are mailed with Contact -> Mail Members option of the Space if there are no Users added as Members, only groups.

Steps to Reproduce
1. Create a new Space

2. Create 1 or more group(s)/enterprise role(s) as new members to that space

3. Delete the single "Moderator" user (creator of the spaces)
This can be done by another webcenter Administrator user

4. Try to send an email using "contact -> mail members"
Notice that in the "TO"-field, the email address of all Webcenter users are inserted, even if they are NOT members of that space and even if this space is NOT public
