Oracle Fusion Middleware 32 bit 11.1.1.2 then applied patch to upgrade to 11.1.1.6.

Symptoms
64-bit Forms and Reports Builders for Fusion Middleware Release 11gR1 (11.1.1.X) is started to be supported on MS Windows 7 64-bit machines for PatchSet 5 (11.1.1.6) and later. (Also supported in 11gR2 (11.1.2) and it is recommended to upgrade to 11gR2)
Forms Builder runs fine on this version and platform, however trying to run Reports Builder fails. Running it from Start menu, no error is visible on the screen, only an MS-DOS Window flashes quickly and nothing happens.
Running it within cmd window fails with following error message :
"The Reports Builder is only supported on the Linux x86 and Windows x86 operating systems, for further information, please refer to the Release Notes ..."
