After Reconfiguring Existing OID 11g To Connect To Another New Remote Database Host, OID Fails To Start With Oidmon Log Error: Guardian: OIDLDAPD Instance 1 creation failed (Doc ID 1509790.1)

Symptoms

Oracle Internet Directory (OID) 11g.

New installation of OID works when connecting to the local OID Database (DB) with which it was originally installed and configured.

Now trying to connect OID ldap processes to a new DB on another remote server.

So pointed OID/ldap process to connect to the OID database located on a different host, but OID fails to start with oidmon-0000.log errors:
