Symptoms
Some Page assets on production were missing AssetPublication records, and there were some Page assets that didn't exist on production but for which the SitePlanTree records did exist.
This caused the navigation pages to display incorrect links.
When links are clicked, the following error is throwning in UI: "Invalid Asset ID"
