11g Inbound Refinery PDFExportConverter Out Of Memory Errors

The 11g Webcenter Content IBR is configured to use PDFExportConverter. When submitting Word documents to the Inbound Refinery, the PDFExport fails with error message:
Step PDFExport forced conversion failure by conversion engine because of error: not enough memory for allocation (0x000D)
The Office files are in the Office 2003, 2007, and 2010 format.
