Managed Server Unable To Communicate With Admin And Cluster Servers

Information in this document applies to any platform.
There are two machines, one of which has the admin server and a managed server, and the other just the one managed server. Both managed servers are in a cluster.
These start up ok, and the apps deployed thereon are accessed via the HTTP server and work fine.
A new application has to be accessed directly through the hardware load balancer, and to that end two java parameters have been added to the java start flags for the managed servers:
The goal is to allow the managed servers to come up with both -D parameters set.
