patchUpgrade wlst command not found

When applying patch 13115859 (BP02) to OAM, one of the post installation tasks specifies the following procedure:
1) run from %ORACLE_HOME/common/bin and connect to admin server.
2) run patchUpgrade(path="$ORACLE_HOME")

This command does not exist and hence wlst reports the following error:
wls:/oam_domain/serverConfig> patchUpgrade(path="/app/oracle/Middleware/Oracle_IDM1")
Traceback (innermost last):
  File "", line 1, in ?
NameError: patchUpgrade

Restarting the servers without performing this step results errors in the OAM server logs and an inability to authenticate with webgate.
