Symptoms

Users encounter a HTTP/1.1 401 unauthorized error when trying to log into the enrollments quiz.  The friendly version of this error messag in an IE browser is "you do not have permission to view this directory or page"  A more detailed 401 error with stack trace is seen if trying to view the enrollments page directly on the PR server.

All password reset management console pages function with no errors.
