New Resource Button In Rich Text Editor (RTE) No Longer Appears After Applying WebCenter Portal Bundle Patch 4 11.1.1.6.4

Symptoms
After applying Bundle Patch 4 (11.1.1.6.4) the New Resource button is no longer there in the Rich Text Editor (RTE) when editing WIKI documents.
This was working fine in 11.1.1.5 and 11.1.1.6.0. It stopped showing up after BP4.
This is happening in WebCenter Portal (created via JDeveloper) as well as WebCenter Portal Spaces.
