Language Switching Not Working Correctly For Certain Portlets - Displaying Previous Language After Switching (Doc ID 1512877.1)

Symptoms

A custom portlet is not working correctly in terms of language switching.  The correct language is sometimes not displayed to the user after making a selection.

This is an issue on an 11.1.1.5 WebCenter Portal installation which has the following patch applied :-
  <Patch 13503642> - MERGE REQUEST ON TOP OF 11.1.1.5.0 FOR BUGS 11789910 11873712

For example :-
There is a page which has a header, navigation on the left and an area on the right.
In the header there is a dropdown list to select languages.
Clicking on the navigation on the left displays a portlet on the right.
Some of the portlets are working fine
Some of the portlets have problems.
The portlets are custom portets.
They work OK in JDeveloper standalone.
The Page is a runtime-designed page.

Working portlet
============
Select a portlet from the left navigation.
Portlet is displayed on the right.
Use the language dropdown to change the language from English - German.
The header changes to German.
The portlet is refreshed, and labels etc are changed to German.

Non-Working portlet
============
Select a portlet from the left navigation.
Portlet is displayed on the right.
Use the language dropdown to change the language from English - German.
The header changes to German.
The portlet remains in English.
Use the language dropdown to change the language from German - Czech
The header changes to Czech.
The portlet remains in German
Use the language dropdown to change the language from Czech - Russian
The header changes to Russian
The portlet remains in Czech.
So the portlet language is always one step behind the selected language
