Search and workflow operations in the UI fail, with error "java.lang.NumberFormatException" (Doc ID 1513530.1)

Symptoms

Two issues are seen

1. When a user clicks on the "My Assignments" link in the Dash interface, they receive the following error on-screen: "java.lang.NumberFormatException: For input string: """
2. When a user performs a search in the Dash interface, they receive the following error: "Exception occurred. Please check log file for more information."
