OAM 11g: ERROR:OAMSSA-20016, While Accessing A Resource, When Spanish/Non-ASCII Character In The Username (Doc ID 1513545.1)

When there is Spanish or even Non-ASCII Character in the username and when that user accesses the resource, he cannot access the same and log shows below error:
