Coherence Server Does Not Join The Existing Cluster With StartUp Timeout Error

On : 3.7.0 version, Oracle Coherence member run on different machine should start successfully and join a existing cluster, but the member sometimes start failed caused by timeout, Some times start successfully but create a new cluster and not join the existing cluster.
