CompositionSlot assets are not being picked up as requiring approval for publish (Doc ID 1514285.1)

Symptoms

When using Insite Templating (aka PageBuilder) with CompositionSlots enabled, the CompositionSlot_C assets are created as slots are populated. But when approving Pages for publish, the CompositionSlot assets resulting from those slot populations are not picked up as requiring approval. 

Looking at the Page assets, there are no associations to the CompositionSlot assets. Instead the CompostionSlot assets are being associated from the Template.
