Goal
BPEL Wait activities are not resumed by the other node(s) when the cluster node performing the activities goes down.
eg. If a node in a cluster is killed, or goes down, and it was hosting a BPEL instance that was peforming a Wait activity, that BPEL instance does not continue on other nodes in the cluster.
