Symptoms

When using Oracle Web Server 7 and using Oracle 11g/12c or 9i OCI JDBC driver with the OCI connection string ("jdbc:oracle:oci:@<HOSTNAME>:<DB PORT>:<SID>"), the JDBC driver fails to connect to the database and shows an error like  "java.sql.SQLException: ORA-12154: TNS:could not resolve the connect identifier specified":
