Large Document Does Not Get Passed From IBR To UCM With Error: "This Job Has Been Expired, It Was... (Doc ID 1515834.1)

Symptoms

When checking in a large PDF it appears to be stuck in the Refinery Queue and the following error shows up on the document info page:
"This job has been expired, it was waiting to be delivered to a refinery for too long."
