Custom JSF 1.2 Injection Provider Does Not Work on WebLogic 12.1.1.0 (Doc ID 1516232.1)

On WebLogic 12.1.1.0 if custom JSP Injection provider is configured in web.xml it is not honored. Below is snippet of web.xml:

But this configuration does NOT work on WebLogic 12c. The custom JSF injection provider is never loaded by WebLogic 12c.

This worked fine in WLS 10.3.6 and you notice the issue only in WLS 12c.
