SSO 10g to OAM 11g Upgrade Fails and "javax.management.RuntimeMBeanException: null" Thrown

Information in this document applies to any platform.
While upgrading "Single Sign-On (SSO) 10G" to "Oracle Access Manager (OAM) 11g" using Upgrade Assistant as per http://docs.oracle.com/cd/E21764_01/upgrade.1111/e10129/upgrade_oam.htm
it fails with the following error in the Upgrade Assistant (UA) log.
<BEA-080003> <RuntimeException thrown by rmi server: javax.management.remote.rmi.RMIConnectionImpl.invoke
javax.management.RuntimeMBeanException: javax.management.RuntimeMBeanException: null
and oam server diagnostic log displays the following error;
