OAM11gR2 : MaxRetryLimit In oam-config.xml Not Taking Effect (Doc ID 1517138.1)

Symptoms

MaxRetryLimit appears to not be taking affect in 11G R2.

The customer manually added the entry in the same tag location as OAM 11gR1 oam-config.xml,

Example:

<Setting Name="MaxRetryLimit" Type="xsd:integer">10</Setting>

but after a restart this did not override the default value of 5.
