Goldengate Extract Abends with "CACHESIZE TOO SMALL" upon Startup but Succeeds upon Immediate Restart

Symptoms
Multiple Goldengate Extract and Datapump processes processes abend with "CACHESIZE TOO SMALL" but startup succeeds upon immediate restart.
In addition OGG-00664 OCI Error during OCIServerAttach (status = 12549-ORA-12549: TNS:operating system resource quota exceeded) errors are also reported as per the following report file extracts

Make sure there is sufficient swap space and make sure CACHEMGR CACHESIZE is not set too low, if used.
Recommended swap per EXTRACT: 128G (64bit system).
