New Users Unable to Upload Documents to Public Folder in User Profile and are Locked into Public Folder (Doc ID 1518249.1)

Symptoms

After installing the following patches on top of 11.1.1.5.4 WebCenter Portal:

<Patch 14640780> - MERGE REQUEST ON TOP OF WEBCENTER PORTAL BP 11.1.1.5.4 FOR BUGS 12645976

New users are unable to upload documents to public folder upon first login from My Profile -> Documents because the Upload button is greyed out (disabled).
After some time (~10 minutes) the users can upload documents without any problem.
Furthermore, upon 1st login, initially the user can create folders and upload documents in the user's folder outside of public.
Upon subsequent logins, the user can only have access to the public folder under their folder from My Profile -> Documents, so they no longer have access to the documents they created upon first login. The user can not navigate out of the public folder as the up icon is disabled.

The problem happens at the Home Space level, but also at a Space level if you add the My Profile page to the navigation.

The expectation is that the user should be able to add documents/folders any time outside of public in the user's folder. The documents/folders outside of public should be private, and the documents/folders created inside public should be public. The upload button should be enabled even upon 1st login.

Steps to Reproduce:

  1. Install the following patches on top of 11.1.1.5.4 WebCenter Portal: Spaces:
    <Patch 13082301> - navigating to a user profile documents tab error if user has np personal doc yet
    <Patch 14640780> - MERGE REQUEST ON TOP OF WEBCENTER PORTAL BP 11.1.1.5.4 FOR BUGS 12645976

  2. Create a new user.
  3. Create a new public Space.
  4. In Spaces Administration create a new Navigation object.
  5. Select Show for the navigation object to make it visible.
  6. Edit the new navigation.
  7. Add a new link object.
  8. Name it something like My Profile Page.
  9. Click on the Magnifier icon next to the Path to bring up the LOV for the page.
  10. In the Select popup navigate to Pages -> Home Space Pages -> My Profile
  11. Click on Select.
  12. Note, the path should be something like this:
    page://oracle/webcenter/page/scopedMD/<INTERNAL_ID>/businessRolePages/MyProfileMainView.jspx

  13. Click on OK to save the new link.
  14. Click on OK to save the navigation.
  15. Go to the General tab of the new Space settings.
  16. Specify the new navigation in the Navigation LOV.
  17. Go back to the Space and make sure that the My Profile Page appears in the navigation of the Space.
  18. Login to Spaces with the new user.
  19. Navigate to the My Profile Page.
  20. Click on the Documents tab and notice that you see the contents of the user's folder, that shows the public folder in it. Notice you can create documents/folders in your user's folder outside of public.
  21. Click on the Public folder.
    Notice: The upload button is disabled (greyed out). This was the case for the customer, Oracle Support was not able to reproduce this.
  22. Go Up to the user's folder with the Up Icon.
  23. Logout.
  24. Log back in with the new user.
  25. Go back to Space -> My Profile Page -> Documents
    Notice that it shows the contents of the public folder and it's no longer possible to go out of it, because the up icon is greyed out. As a result the documents/folders created in step 20 cannot be found
