Poor Performance Accessing To Portal Since wsm-pm Application Fails To Start

Poor performance accessing Oracle Portal 11.1.1.x.
To improve environment test results, another clustered portal managed server has been added to the second server node. In two minutes, over 500+ active sessions in each manager server, had a response time over 15 seconds.
The following errors were seen within the WLS_Portal-diagnostic.log file. The wsm-pm application didn't start properly for the Portal managed servers:
Possibly upgrade to Oracle Portal 11.1.1.x, but it happens on a new Oracle Portal 11.1.1.x too.
