"Unexpected error occurred while creating mandatory document" and ORA-1653 While Creating Space (Doc ID 1519466.1)

WebCenter Portal Spaces users were previously able to successfully create spaces and sub spaces on this environment.
However, any user now trying to create a space or sub-space sees the following error:

Error Space creation completed with errors.
WCS#2013.01.05.06.10.52: Unexpected error occurred while creating mandatory document.

No changes have been made to this environment.
