Symptoms

Unable to install Oracle Password Filter 11g on Win 2K3R2 32bit server.
Win 2K8 (64bit) install is fine.
Win2K3R2 box 32 bit. receives several unable to load MSVCR80.DLL and MSVCR71.DLL errors as well as LdapbindSSL errors trying to connect to backend Ldap in this case OID.
Issue could happen on AD 2008 as well.
