SOA 11g: BPEL Validate Activity Fails to Validate Payload without Namespace (Doc ID 1520770.1)

Symptoms

In a BPEL process, the validation of a variable (Validate action)  fails with an exception even if the data matches the schema. This happens when the schema is anonymous (doesn't have a namespace). It works fine when the namespace is declared. This is happening in 11.1.1.6, but works fine in 11.1.1.5.

In PS5 or PS6 if schema validation failed with NPE for BPEL variable where schema does not have a namespace.
