InCache cs-cache Invalidation Across the Cluster is not Working, but cs-cache Configuration is Correct (Doc ID 1520853.1)

Symptoms

Published content from editorial to delivery shows up correctly on the destination node correctly and subsequently synchronizes correctly to the other cluster node. Cache on destination node shows correct published content whereas cache on other node shows stale content. The cs-cache configuration between nodes is confirmed correct, but still the cs-cache cluster nodes appears as disconnected when viewed in the cluster info screen in the Admin UI.
